With the right people under him a good manager can be effective as he learns about some of the "technical stuff".
The NYSlimes is trying to stir the pot by only giving parts of a story - they must fear Rick Perry, which is a good thing.

Hopefully Perry moves those weapons over DOD - we’ve had some REAL LOSERS running Energy, when Democrats have been in power (although funny, never any articles about it then).

Honestly it surprised me that the Energy Department was in charge of nuclear as well. I sorta get why but I still think DoD should be in charge of the program. Just because Perry didn’t understand this doesn’t mean he doesn’t understand the other parts of the energy department.

Closing the DOE would NOT eliminate the Nuke Weapons and Nuke Energy functions. they would have to be moved elsewhere.
The state of Texas has been very involved in the nuke weapons industry since pre WWII. I have seen it.

The National Command Authority controls our nuclear weapons. That would consist of the CINC, VP and the Joint Chiefs of Staff of the armed forces. All nuclear weapons storage facilities are on military installations and heavily guarded.
The Dept of energy, more than likely, developes policy for nuclear power facilities and possibly nuclear power vessels. I’m an old AF guy. Someone who served in the Navy would be more familiar with the nuclear power side.
