If you're talking about pre-ACA you're wong.
In 15 states that didn't have high-risk pools you could be, and often were, denied coverage in the individual market if you had a pre-existing condition.
If you were retired but not yet eligible for Medicare, or not indigent, you were screwed.
How was it broken, and how would it be fixed?
Yes, someone else abovecpointed out pre-existing. However, state pools did exist as you point out, just not everywhere. Trump says that segment will be covered. Listened to one lady the other day say pre-existing uncoverable is only 500,000 nationally.
I know the last thing I want is to see it replaced with something. I don’t think the government should be running healthcare period.
The democrats are saying Obama wanted to fix it but the republicans wouldn’t help him. That’s funny since they didn’t need one republican to help them pass it so why does it need fixing anyway?
