I think the answer was considered good as:
1) it is a double edge, by saying he does not pay attention he is pointing out how she does and the unspoken message is those pushing social policy have no relevancy to the militaries purpose. Points out the Hillary want to be is a lightweight.
2) I very much doubt if he is the military scholar they say he is, that he does not see Homo activity as detrimental to the services and discipline. It attacks cohesion by limiting the ability of soldiers to form a “brotherhood of arms” I think very few military folks of his generation do not, especially if they saw what a lack of attention to human psychology did in the Vietnam war.
3) It is sad, but an honest answer would have been something for the press to focus on and delay his confirmation. The strategy of not giving your enemies the rope to hang you with comes to mind. By his non answer he did that.
That said it is not epic, but real politic. Epic would have been a Jack Nicholson type response.
