Congress can pass a law and that overrides an Executive Order

It was passed by the Senate last week. Now it needs to go to reconciliation. My fear is that the bill will finalize while Obama is still president and he will veto it.

Eos are not laws passed by congress.

I believe it is possible to block eo’s for certain reasons.

Does this not require the signature of the President, and, is it retroactive?
