Yes. The Constitution says that Congress counts the electoral votes from the states and either declares a winner, or declares that the election is thrown into the House (president) and Senate (vice president).

Is this Plan J or Plan K to stop Trump? There've been so many I've lost count!
- Plan A was to let the election proceed with less-than-normal ballot-box-stuffing, since Hillary was so far ahead that she was guaranteed to win without the need for the usual amount of cheating.
- Plan B was to recount & flip Wisc + Mich + Penn by stuffing in all the fraudulent ballots from (A) that they hadn't thought they'd need.
- Plan C was to use tearful pleas from washed-up actors to sway the mythical "Hamilton Electors" to throw the EC to Hillary or Mitt or McPain.
- Plan D was to impeach Trump before he took office. Never mind this is impossible under the Constitution; who needs the Constitution when you have plenty of leftwing Federal judges to shop from?
- Plan E was to have such overwhelming evidence that the Russians hacked every aspect of the election, that Hillary would be declared the winner ... by nationwide acclamation I suppose?
- Plan F was for some court (USSC?) to declare the election invalid, since Hillary won the popular vote and therefore the Voters Of America were illegally disenfranchised, due to the unconstitutionality of the Electoral College.
- Plan G was to pray for God to kill Trump before inauguration - a God they don't believe exists. (Charlie Sheen & others)
- Plan H was for Obama to order Trump to undergo a "Neuropsychological Evaluation" to determine if he was fit for office (see 80% of the way down the page). The evaluators were to be three Lesbian shrinks, one of whom (Dee Mosbacher) wrote a book praising Father-Daughter incest.
- Plan I & J were ... I'm pretty sure there were one or two more Stop-Trump-Plans that I forget at the moment ...
- Plan K, which is announced just today, is that merely one Congessperson & one Senator can filibuster/delay the certification of the Electoral Votes until .... until when? Forever? Does Obama get to stay in office under martial law until the filibusterers say otherwise?
Is anyone keeping the canonical list of these?
