I suspect that’s true and they all need money to operate.
I called the technique we used “Spiral Analysis”, since we would build our organizational profiles by progressively alternating between classified and unclassified (public domain) information repeatedly and focusing on exploitable elements of information (name, business, address, etc., i.e., “objects”) that we knew or suspected we could exploit or build upon, even something as innocuous as a common address (apartment complex) or adjacent address paid big dividends in a few cases.

President Barack Obama had been "briefed regularly" on Russia's effort to target servers at the State Department, the White House, and the Joint Chiefs of Staff. Here's the Times: Mr. Obama was briefed regularly on all this, but he made a decision that many in the White House now regret: OBAMA did not name Russians publicly, or issue sanctions.
And even if he had, it would have made no difference in the outcome of the election.

I have only known one person who worked in the intelligence community, and he seemed apolitical, albeit somewhat without scruples. People in the intel community are all over the board politically, pretty much like everyone else.

Didn’t the investigation into financial links really get started under Reagan?
Not only did we find the links, often we found the off shore accounts of these traitors and foreign thugs. Then, we emptied those accounts to pay for more monitoring of other traitors and foreign thugs.
