There are roughly 3,800 politically appointed SES & GS Schedule C (non-career) positions in FedGov. These positions for the most part sit at the top of the management pyramid. In coming administrations use these positions to both reward followers and impose policy changes in the various FedGov agencies. This number (3,800) varies up & down a few percent (maybe as much as 10%) per administration. This 3,800 number is divided up & parceled out to the various agencies some get a few some get a lot. Again it depends on what policy a new administration wants to emphasize and what control they want to impose to make it happen.

If the MSM is not lying about the source of the report (That’s my bet!). It’s relatively easy for these “appointees” to grab a negative report that comes up from “the GS ranks” and make it negative (as well as the reverse!). That’s essentially what “Zero’s slugs” did with information/Intel-report that came out of Benghazi (and the rest of Libya!). They re-crafted it to fit the political narrative. It could be the same here. Before we get too high & mighty all administrations do it to some extent (including GOP!) some are worse then others.
