There are a lot of deportation safe zones. Some of my favorites are: San Quentin Prison, Mexico, Honduras, and Syria.

Numerous Federal laws, including a 1996 law signed by Clinton, as well as SCOTUS rulings make clear that states can not legally do this

Gosh, what's going to happen when those ObamaPhones and food stamps get shut off? You think anyone in the state is going to want to let go of their freebies in a principled stance to protect illegals?

This is yet more tone deaf legislation from those who can afford to take the risk because they don't depend upon the forced generosity of American taxpayers. Trust me, you eject 2.2 million illegals from California, very few people will miss them as they enjoy suddenly MUCH cheaper housing, far more job availability, much less congested schools and highways, etc, etc, etc. Not every Californian can afford (or be an entitled elected official with) a personal driver to navigate this world.

because they must realize that immigration and alienage are matters solely within federal jurisdiction... and that a state or city or college CANNOT var or stop or interfer with INS agents doing their jobs

If the INS wants to raid an emergency room there is nothing CA can do to stop it unless they want to shoot. Federal preeminence on immigration and naturalization is clearly outlined is the power in the Constitution.

Federal immigration law determines whether a person is an alien, the rights, duties, and obligations associated with being an alien in the United States, and how aliens gain residence or citizenship within the United States. It also provides the means by which certain aliens can become legally naturalized citizens with full rights of citizenship. Immigration law serves as a gatekeeper for the nation's border, determining who may enter, how long they may stay, and when they must leave.

Congress has complete authority over immigration. Presidential power does not extend beyond refugee policy. Except for questions regarding aliens' constitutional rights, the courts have generally found the immigration issue as nonjusticiable.

States have limited legislative authority regarding immigration, and 28 U.S.C. § 1251 details the full extent of state jurisdiction. Generally, 28 U.S.C. § 994 details the federal sentencing guidelines for illegal entry into the country.

Laura Wilkerson, whose son Josh was brutally murdered by an illegal immigrant after school

Wilkerson’s son was killed on Nov. 16, 2010, by an illegal immigrant – Hermilo Moralez – who asked for a ride home from Josh’s high school.

Wilkerson said her son’s killer testified at the trial on how he “systematically killed Josh.”

“First a punch in the face, so his vision was off. Next a knee to Josh’s abdomen so that he would go to the ground. Josh went to the ground as his spleen was sliced in half. This killer was aggravated that it was not over,” Wilkerson said in written testimony. “He grew tired of watching bloody bubbles coming from Josh’s nose as he was trying to breathe.

“Next he took a closet rod and beat Josh over the head again and again until the rod broke in 4 pieces. Joshua still breathing. Next he strangled him, let him go to see if it was over, nope, so he continued until there were no more bubbles. He waited and watched him die,” Wilkerson added.

“He tied Josh’s body up, stuffed him in the backseat of our truck, bought gas, dumped Josh in a field and set his body on fire. The killer went home took a shower and went to see a movie,”

In keeping with the direction of the state government, cities and counties could just declare they will fully comply with federal authorities in spite of any state law. After all, lawlessness is acceptable right?
