As long as you involve a gun in any of those actions, you probably won't be prosecuted.
Run, hide, fight, IS the correct approach.
But your chances of survival are significantly increased if you have a gun.

I will still always admire those who run TOWARDS the sound of gunfire.

(Tangent: in that scene, Harrison Ford was running a high fever. They’d already done two takes of a prolonged whip-vs-sword scene, and were about to do a third. Sick & tired, Ford improvised the “just shoot him” scene which ended up in the movie.)
Actually, Ford ad-libbed that scene and the other actor played along. He was actually supposed to fight the swordsman with his whip. But Ford was so sick with food poisoning (along with most of the cast and crew) that he didn’t have the energy so he just shot. And it became an iconic scene.

I wonder what political persuasion are the people who wouldn’t fight even as a last resort, even if just to give someone else a chance to escape...
Which was smart anyhow. Unless one really had energy to spare, or truly nothing else, one would be stupid to try to fight using a bullwhip.
RUN to the nearest place that provides cover to HIDE behind (e.g. around a corner, behind a column, statue, whatever) then, remembering “BRASS”, FIGHT. End of problem.

I’m tempted to buy one for a first-year teacher who may soon become a member of the family, if the classroom doors at her school have closer arms. If not, the “Rampart” would be the next best thing to have on hand.
