That was part of the plea bargain for Nixon stepping down. It was not a regular pardon. Neither was the Marc Rich pardon. Neither followed normal procedures
If Obama were to pardon her he would open himself to being charged himself since he is not without “sin”!

He can do it before then, but there is some stigma associated with that, as in, "she would have been indicted otherwise." Ford pardoned Nixon to take public attention off the issues. Given what we know about the magnitude of Nixon's errors, this was probably wise. Given Crooked a pardon would be a gross short-circuiting of the law, given her likely connection to pay-for-play for substantial government approval, maybe even approvals that were not in the country's best interest.

Nixon stepping down would have been the final step of his indictment. Little other penalty would be appropriate. In her case possible treason with BO knowledgable or even receiving a kick back it would just open Obama to indictment

My family has all voted early and it was 10-1 Trump. One daughter-in-law for HIllary. Still I take 90% plus. My wife and I must have done something right raising our kids!
I like it. We have it in our grocery stores here. It’s made in Tacoma, WA. One of my best friends introduced it to me many years ago via a recipe for a great pasta salad she made. I’ll look and see if I still have the recipe and will share it. I haven’t made it in years, but may have to make some - I just remember pasta (IIRC we used the bowtie), chopped tomatoes, finely chopped green peppers, Johnny’s salad & pasta seasoning and I think Italian dressing. It’s normally served as a salad, but I heated some once and it was pretty good, too.

Indeed, when a security violation occurs - including "spillage" of classified information onto an unclassified system - the head of an agency must take appropriate action, up to and including formal discipline and revocation of the employee's security clearance. Under certain circumstances, the head of the agency must also notify the Director of the Information Security Oversight Office (ISOO) within the National Archives and Records Administration of the violation - namely when an officer or employee negligently, willfully, or knowingly discloses classified information to an unauthorized person. Similarly, if the Director of ISOO finds that a security violation occurs, the Director is required to notify the head of agency. Executive Order 13526, which sets out these requirements, also charges ISOO with oversight of compliance throughout the executive branch with the order and its implementing directives.
