Hasn’t IRS already been offshored to India ? I keep getting calls stating I will be jailed if I don’t buy prepaid cards and pay my delinquent taxes. I just tell them I don’t send my tax returns to the Indian Revenue Service.

Excessively so as they all tried to position themselves for the windfall that Obama care promised. This is nothing more than the governmental attempted regulation (and taxation) of the “free market” supply and demand process.
Obama (ObamaCare) caused it but the insurance companies are easily made out to be the bad guys.
Not regs on IT specifically. Those that have to go along with complying with ObamaCare in general.
Off shore IT is getting cheaper. (insurance ) Companies want to save money and this is a ready made industry to do just that.
Did anyone really believe that putting the govt in charge of healthcare was gonna make any aspect of it cheaper? ...and speaking of governmental regulations regarding privacy, seeing how 99% of our government is now handled over g-mail and Twitter, you are right, concerns of our privacy are way past worrying about.
