Even worse: Is there an EPA regulation that is contradictory to a DOE regulation? I wouldn’t be surprised if such situations exist when each department operates independently and each puts out massive volumes of regulations.
End these fabulous retirements, too. None of this “do your 30 years and start drawing your retirement plan”.
401K or take a hike.
Even more important: dump at leadt 95% of the regulators!
Grandfather people already in the system and new rules for the inevitable new hires.
I would call that a good start.
In my dreams the phrase that would be repeated 10,000 times would be “this is not a legitimate function of the federal government”.
Hanging out with him was an experience.
I couldn't tell you if he was correct or not, but he could tell the difference between a 50 and a 51 Ford or Chevy and tell you how they differed.
He identified a ton of other cars, but those are the ones I remember.

In fact, Ronald Reagan did this for the Federal government. (I don't remember the year.) New employees were (are) entered in a 401K system. Existing (mid 1980s) employees followed the existing formulas. The main formula was age 55 with 32 years of employment.
Ronnie solved the retirement problem for the Feds. Unfortunately, I'm not aware of any such fix for State, city, or county employees. I think some school teachers, constantly lamenting their “low pay,” retire after 20 years as though they were in the military.
I’d vote for mid-late 1960’s, myself... Also, their big V8 engines!
