Can any president issue a blank check for all future wrongs if there is no criminal indictment? Will he indict and then pardon? Will she accept?

The House Judiciary Committee voted to accept all four parts of Nixon’s impeachment article, which I’m wondering if one MIGHT consider to be the same as an indictment. (The whole House never voted on the articles of impeachment, due to Nixon’s resignation, so the issue a rather moot.)

What if Obummer came out tomorrow and issued a blanket pardon for Hillary’s mishandling of classified information? Then the Dems could howl that the case is closed and we can focus on more important stuff, like the coronation? I don’t think any state could claim jurisdiction and bring their own charges, so this could make the whole email issue disappear.

Of course, none of us will forget any of it, much like a judge telling jurors to ignore some bombshell they just heard. But coverage of the email mess would dry up overnight.
