They do not need to send money. We send $hundreds of millions in foreign aid to Mexico. Trump could just say “All that foreign aid you are used to getting? All of it will go to the Wall, instead”.
Thus, effectively, the money would come out of Mexico’s pocket, whether they like it or not.

Trump should have the IRS fine the Clinton Foundation, and use that money to pay for the wall.
What both men are saying can be true. The Mexican Pres could have made the statement and then Trump changed the subject. In reality, sounds like a win for Trump. He now has the Mexican Pres on record agreeing that there will be a wall. The only disagreement is who is paying for it, and we hold all the cards on that topic. We can tax money going to Mexico or goods entering from Mexico. We can also seize cartel assets.
