There is NO infrastructure at the Swiss Cheese border, so billions mean diddly-squat.
Bush resented being pressured to take action to shut down the border and stop illegals from easily crossing over when he signed this.
So he halfheartedly pissed a lot of the money away on a boondoggle "virtual fence" that never worked, supposedly spent some of it on a few small sections of real fence, and then just gradually walked away from the issue.
And we all know what Obama has done on the border.
Some money was allocated but much more is needed.

It doesn’t work if you build a wall then leave the gates open. And the gates/roads have been wide open for 15+ years.
Use google earth and look at any major border crossing highway. No matter what time of day the photo was taken, there is traffic northbound crossing over.
