It means chick sh*t Obama can’t handle the negative publicity of civilian casualties, so he is putting all sorts of additional constraints on the military to minimize them.
The military can risk their lives trying to carry out Obama’s bullsh*t “war” objectives while trying to stay alive and observe his non-sensical rules of engagement, but glorious war leader Obama can’t even handle media questions about civilian casualties.
Civilian casualties are inevitable in any war, especially with enemies like ISIS and their human shield tactics.
Obama is allowing ISIS to dictate the battle space and create mission impossible for the US military.
Even a trillion dollar a year military can’t win against a bunch of sword waving goat-humpers if the rules of engagement are sufficiently stupid.
Since Obama wants us to accept “no first use”, I think it’s about what to do AFTER the Norks hit LA.
