Russia (and five other nations) have begun to use the Security Council veto to stymie US exploits since the Obama double cross on the Libyan no fly zone.
That's why only Russia has the legal authority to engage in military operations in Syria by treaty with Syria.
The corrupt Obamaized UN, seeing this coming, has already suggested removing Russia from the Security Council.

Exactly. I am really surprised this is not a more vibrant topic. Soviets were frozen out of the ME since Carter’s Camp David accords flipped Egypt. Now Obama has handed Syria to Russia by wobbling over red lines and arming ISIS. He’s lost US influence over all other countries by promoting Arab spring, and by the arming of rebels in Places like Yemen, Syria, Libya and more. Somehow he thinks Iran will stabilize and advance our interests? After seeing how we crap on our friends and beg our enemies to negotiate no ME country will trust us again. Obamas policies have been fool hearty at best.
However, the official did qualify his statement, saying that the chances of Russia wielding its veto power in such a manner were very low.And that's the real story.
