Under the law of war, we can still engage the enemy when they use human shields - it is legal collateral damage. We try to distinguish between civilians and combatants, minimize collateral damage, and exercise proportionality. Best effort.
If we can bomb them, imagine what the Shi’ite militias will do.
Some militia leaders have openly called for genocidal/ethnic cleansing approach in Fallujah. They have done a good bit in Tikrit and Diyala Province (which is becoming Iran’s playground in Iraq - like the Bekaa Valley in Lebanon).
Some in Iraq don’t want to harden Sunni resistance in Mosul with atrocities in Fallujah, but others see Fallujah as the real core of the Sunni extremists (basically true) - and this is the best chance they will ever have to pull it out by the roots.
I cannot believe that ISIS would stoop so low.
