You’re right, there is almost always a caution flag near the end of the race. I suspect Andretti Autosport was taking that bet for Munoz and perhaps Hunter-Reay.

No. He would have been placed last of the drivers who had completed the same amount of laps. Had he run out of fuel on the last lap and not reached the finish line, he would have been placed 22.
