Of many revelations about City Halls pay-to-play culture . . . . Let's be clear here. For all their other faults, neither Mike Bloomberg nor Rudy Giuliani engaged in "pay to play," or at least there were no credible allegations that they did. Its not a "City Hall" pay to play culture. Its a Democrat pay to play culture.
