It means he will have to serve at least 12 years before he is allowed to apply for parole. The parole may be (and usually is) rejected. It sometimes wrongly seen as a person getting out after that period, but what it actually means is a minimum term before one is allowed to apply for parole. Which can be rejected on various grounds and also objected to by victims and/or their families, the police, even on occasion the Govt via the Home Office and Justice Ministry. Not enough time served, lack of remorse, refusal to help investigation into unsolved elements of the crime, refusal to take part in prison schemes, their behaviour as a prisoner....
Most UK/Irish life sentences will have a ‘minimum term’ which could be from 10 yrs to 40 yrs. The worst of the worst get a whole life tariff: no parole, in till you die. Usually the worst rapists, murderers, child killers as well as serial killers.

These include men like The Yorkshire Ripper Peter Sutcliffe, Moors Murderer Ian Brady, and women like Rose West. Some are famous, others known only to crime/murder buffs.

She then described how on December 4, 2014, he followed a woman off a night bus and “dragged” her into a disused pub car park where he raped her twice orally, ejaculating both times, and made a failed attempt of raping her vaginally.
Then at around 6am on April 29 last year he pounced on a woman as she opened the door to her home.
The judge said: “You forcibly entered behind her, grabbed her neck to overpower her and pulled her tights and pants down.”
Abdi wore various baseball caps with a long visors to mask his identity during the attacks.
Police arrested him at home on December 7, 2014, and seized a distinctive red and green striped New York Yankees cap and a mobile phone.
They carried out forensic tests but released him on bail pending further investigation.
Nearly five months later, on April 29, 2015, he attempted to overpower a woman as she entered her home in Bethnal Green at around 6am.
She fought him off pleading with him that “I am human too” and screamed causing him to run away before he was arrested.

A jury convicted Abdi of four counts of sexual assault, two counts of rape, one of attempted rape, assault by beating, assault occasioning actual bodily harm and assault by penetration.
Abdi, of Woodstock Terrace, Poplar, was also sentenced to 18 months, to be served concurrently, for stealing an iPad from an address in Brick Lane, east London, when he broke into the sleeping woman’s room.
He must also pay a £170 victim surcharge.
Judge Amakye said Det Con Tim Duffin and Pc Laura Kilbey should be commended for their investigative work.

So this Somali asswipe is 28 years old and unemployed. No doubt on the government dole. Also has likely committed many more crimes than what he has been charged with.
At least they finally got him off the streets for some time. With any luck maybe he will get knifed in prison.
