Just after a rape there is just an egg or eggs and lots of sperm cells.
There is no fetus yet.

No, he sure didn’t. He said keep the Republican plank as is (no abortion at all) but “allow” abortion for cases of rape or incest. Of course, people afflicted with TDS translate that as “promote”.
