There needs to be a major security presence there of citizens in a complementary presence with the police.

Importantly, for police to be effective, they need to concentrate their forces, but citizens would not be limited to this. That is they could put eyes, ears, and cameras all over the place, relaying information to a tactical center that would give the police a heads up. And if they were able to video record serious felonies and those who carried them out, it would make prosecution easy.

Citizens could also form “flying squads”, to disrupt rioter efforts to charge a weakness in the defenses. In past, rioters have used false concentrations to get the police to shift their forces, then other rioters attacked at weak points. A flying squad could hit the rioters on their flank and “roll them up”.
