I’ve never heard that LRVs have to be replaced after 25 years; must be new, if so. There are some PCC cars still in operation after a number of rebuilds, which first hit the rails in the 40s.
I looked it up when I was doing similar research on the now dead Red line. It’s an FTA regulation.
At a previous employer, I worked closely with a couple light rail manufacturing projects. One in particular was years, and I mean years past due and when they finally got them completed, they tried to come after us for giving them bad advice after the cars began to leak. As I recall, they wanted us to give them $100,000 per car.
The design was substandard to begin with and they used an unregulated concentration of an acid wash to clean them instead of a strict acid to water ratio. Needless to say, it was a short conversation when I told them to politely take a hike.
But, my limited experience with light rail manufacture wasn’t all that good.
