Well sarcasm tag aside, it’s a good question. Gas of any kind is so unreliable, who would use it any more especially mustard or chlorine.
There are other substances available, more reliable and effective.

I read another story and have seen reports that the university in Mosul has a full chem lab, similar to most universities, where they can set up production of many types of chemical weapons, not only mustard gas but also sarin etc. Not only that, they have set up classes for future bomb makers who don’t need to smuggle anything into the West other than their knowledge in order to manufacture TATP etc.
