Ican understand the problem with different forms of cocaine having different penalties. That doesnt seem fair.

I can also see the issue of Federal sentencing regulations being mandatory creates a system that can unfairly penalize small holders vs. larger dealers..

What I can’t understand is some kingpin getting a pardon when the ‘fairness’ arguement had always been about low level guys getting long sentences for small amounts of cocaine possession or sale. This kingpin pardon smacks of bribery or political influence or both.
