If they are against the law, why do they sell them?

I'm not sure but I would guess one could buy them outside of the country. When they first came out, I think some restaurants in Europe started buying them and using them, but they may be illegal now, seems like I read about the use of them long before 911 happen, probably read about the use of them on FR.

They are against the law in the USA, but not everywhere else. Usually, they are obtained from overseas.
