So the four voting rights amendments, 15th 19th, 24th and 26th, protect only U.S. citizens.
But more importantly, note that none of the voting rights amendments prohibit the states from prohibiting people from voting if they cannot prove that they are citizens. So other than the very real possibility that state officials do not understand the scope of constitutional protections, there is nothing stopping the states from prohibiting people who cannot prove U.S. citizenship from voting imo.
