Now, there's nothing wrong with that, in fact, it's a good idea in general, but only as long as you actually, well, have the money to spend. And by 2005 or so, Venezuela didn't. I take exception to this assertion.
You cannot help the poor by giving them things. There is no amount of money that will be ever sufficient. The idea is bad, even if you have surplus money with which to implement it. (for awhile.)
