Yes they are and have been since the early 90’s.
I worked with an engineer who crossed county lines to meet a purported under-aged girl for sex. It turned out to be a St. Lucie detective. He was given probation. He lived in a small apartment near FSU and would go to bars to pick up girls. He’d tell them he was Richard Avedon, a New York fashion photographer, a real man. He’d take them back to his tiny apartment and photograph them. (All I can say is they must have been less college ready than the students I knew.) If you’re on probation they can come in and search your stuff at any time. They did that, discovered the photos and sent him to prison for five years.
I relate this story so I can say this. If somebody is truly stalking young people, they will get caught and they will serve hard time. If you google predator registry for your area you will see a listing of everybody they’ve caught. In today’s age of knowledgeable teens, it’s hard to believe anybody will stalk for very long.
I suspect there may be more to this case than we’re seeing in a TV station’s website synopsis.
Sorry, the Court of Criminal Appeals is the highest appellate court in Texas for criminal cases. The Texas Supreme Court handles civil issues.
There is a legal issue with perps targeting children when the children are actually not minors (i.e. undercover cops). A friend worked for the SBI in his state and he was working these cases. In 100% of the cases though, child porn was found so they nailed them for that.
I always wondered about that too.
