Felons are forced to buy guns on the black market because, in buying from a dealer, he can’t complete a Form 4473 without committing perjury. SCOTUS has said to do so violates the Fifth Amendment (protection from self-incrimination) and is unconstitutional. Ergo, felons cannot purchase guns legally without committing more criminal acts.
