I think as long as it is spent on Political actions it can be used to support other candidates. Remember PAC are not supposed to coordinate with Candidates...

3% of 20M is 600,000 votes
$50M/600,000 = $833/vote

It would be cheaper for Jeb! to say that he’ll give $500 to vote for him. Would pay for their Spanish lessons.
