That’s what Iowa Caucuses are! The added presidential preference poll was always non-binding. Iowa picks national delegates in late May this cycle. It used to be later than that.
It’s not Iowa’s fault that political junkies and the MSM act like rabid dogs over neighborhood meetings in an obscure state.

At what stage does the party select a nominee, for say President?
And who makes that selection, the caucus apparatus or the voting public?
National delegates are chosen at the state convention.
State convention delegates are chosen at the county and Congressional District level. County and district delegates are chosen at the precinct level (the famous Iowa caucuses), but the precinct choices are forbidden to be bound to candidates because of the caucus’ early date.
In 2012, for example, Santorum’s ‘win’ resulted in no (or maybe one) national delegates. Ron Paul supporters ended up with the majority of Iowa’s national GOP convention delegates.

Some states have both. Nebraska, for example, has Dem caucuses and a GOP primary. Kentucky has GOP caucuses and Dem primary.

American Samoa
Puerto Rico
Guam
Much easier to get the result you want with voting machines.

Exactly correct. The straw poll at the Iowa Caucus is very accurate. Especially for the Democrats. You are required to walk over to the corner of the room where your candidates group is located. Bodies standing for all to count and see.
