If you enter the US legally, under the visas they were issued, you are usually required by state law to obtain a state drivers license within 30 days of taking up residence. They were legal immigrants, and it was illegal under Florida law for them to reside in Florida and drive on a Saudi license.

I got my pilots ticket from a school at Saint Lucie County International.
The school was owned by Samir, a mid east military pilot who would go to the mid-east to recruit students.
