Hold on there. Bush was in office all of 8 months, after having been locked out of the White House transition process for six weeks by the criminal Clinton administration.
That would have been a time for him and his team to get up to speed on the intel, but Billyboy the traitor refused to allow it, hoping some corrupt court would appoint Gore president in the meantime. It was also Clinton's policy to keep the FBI and CIA from talking to each other.
Under the circumstances nobody could have prevented 9/11, and the circumstances were not Bush's choosing.
