I live in Thousand Oaks, about 6 or so miles north of where they are talking. The 101 does create a formidable barrier right through the mountains there, effectively creating a peninsula of canyons from West LA & Santa Monica to Camarillo.
However, I’ve been around here for about 7 years, commuted on that stretch for 3, and there’s been nasty wrecks on that stretch but I’ve never, ever, seen roadkill. Certainly, there are no stories about deer and mountain lions being killed on that freeway. Additionally, there are connecting roads under and over the freeway, there’s probably no-more than a 4 mile gap between those exits.
My bet is it’s another corrupt deal between the lawmakers and construction labor and suppliers, with a few land owners benefiting too
That’s because the fools needed to build UNDERpasses. Macaroons!
And some wonder why the highway trust fund is broke.
I’ve lived near there for 45 years, about 30 minutes north, in Ventura County.
Two things:
I have never seen a wild animal of any sort, anywhere near a freeway.
I think CalTrans does a super job with their freeway projects, with the least amount of interruption of traffic. Most of the work starts about 10 or 11pm, when there’s less traffic, of course. The cones go up where needed, blocking off a lane, but traffic moves fairly well.
Unlike what I saw years ago on Long Island, New York.
Every now and again we’re directed to an off-ramp, only to re-enter on the other side of a bridge/overpass. Pretty cool - !
California should fix their existing crappy roads.
Time to start putting these as check boxes on the tax form. “Check this box to increase tour taxes by $25 for the mountain lion overpass.” I envision lots of check boxes...maybe pages if them. If the box isn’t checked, no money for the project. Two mountain lion lovers get to bilk a couple of million out of taxpayers who could care less.

Interestingly, many of the symptoms “wildlife biologists” attribute to inbreeding of large predators are also caused by maternal malnutrition more easily assignable to overpopulation and a lack of native plants to serve as forage for their herbivorous prey.
I work in the area by Lindero bridge not far from this proposed animal bridge. Agoura Road runs right by the building I am in and it has been modified repeatedly in the past 5 years. The dividers between lanes torn up twice, the road marker in the divider that has the street name has been replaced twice. The sidewalk just before the street crossing torn up and decorative brick inserted. Lindero bridge from Agouro had added lanes that now has a new defective divider. It is too far out in lane so cars clip it when making a left lane change so that will be rebuilt again. So what I read below does not surprise me at all. Some corrupt people have their hand in the till.

In a presentation to the City Council on Dec. 10, Agoura Hills public works director Ramiro Adeva said the water district will not be installing a new 8-inch recycled water line as part of the project due to bids that were higher than expected.
As a result, the road will have to be torn up a second time, sometime in the future, and the pipe installed when the water districts customer base has increased enough to justify the higher cost.
