The salt water intrusion mentioned in the article is an effect of the over pumping of groundwater in areas near the coast. When water is drawn from the ground faster than it can be replaced by rain, saltwater from the ocean fills the vacuum.
The "chronic flooding" in coastal areas mentioned is what happens when you build communities on barrier islands and floodplains with elevations of three to four feet.

The really sad thing about this article is that students will willingly accept his statements as a truth. Colleges are now a weapon of indoctrination rather than an institution teaching students to question what they see and hear and perform their own research.
