not substantive - having no substance (in other words, a ridiculous and meaningless issue). These are secret service agents we’re talking about. Licensed to kill, as it were. An ass visible in the water is not going to bother them.
faux outrage - fake outrage, outwardly showing outrage that is not felt internally, that is not real (faux = false), for the purposes of bitching and moaning about something.
