Psychologically-enforced loyalty. Psychopathic killers that you can switch on and off. Direct control of the opinions of the masses.
I love how they call the control neurons DREADDs. I mean, at least they are kind enough to tell us.

It would be more efficient, less troublesome and less costly than their current methods of controlling human behavior.
