No. Just one or two cities, probably in conjunction with a nuclear attack on Israel which will get Iran rendered uninhabitable for a short period of time (in galactic terms). Hussein is on his own side as a Sunni he wants to see both Iran and Israel disappear. If he can induce Iran to attack Israel with a nuke he gets all that. If DC and Trenton get glassed at the same time, so much the better, then his third primary enemy has been dealt a blow from which it may not recover.
