will feature only candidates who average in the top 10 in the most recent polls, ..." So whoever is producing the poll results is deciding who the top 10 contenders are. Although I think that most conservatives will probably be happy ok with the top 10, such an approach is questionable.

Paul
Carson
Perry
Huckabee
Fiorina
Graham
The following might be crowded out — Santorum, Gilmore, Trump and Jindal

Polling is irrelevant before they have a chance to be heard. I could even see limiting later debates, but not the first one unless they mean to have another debate for the rest of the contenders.
