As much money is coming into and being sneaked out of the rail system there should be more than enough to pay for the safety technology if they truly wanted. Blame should be on both the engineer and Amtrak.

I sympathize, because it really is pretty hard to fathom that some fool could be so depraved as to deliberately take a plane down in the Alps, or deliberately accelerate an Amtrak train approaching a sharp curve to twice the speed allowed on the straight away.
There is no way to find bullet holes in shattered glass and destroyed screens of wreckage.
Think about this. The engineer didn’t remember what happened, but he immediately remembered well enough to refuse to give any statement to responders and investigators, and he well enough remembered to lawyer up ASAP. Thankfully, they have his cell phone, the black box and given the terrorism threats to transportation, probably exterior film of the entire run.
Yes, he moved from California (San Francisco who’da thunk it?) to New York and did fight for homosexual perversion in Calif.

The hardware was in place. They were waiting on FCC frequency.
So, FCC is dragging its feet with the safety of America while other gov agencies can bring in illegals and rubber stamp muzzy visas faster than an Amtrak train.
I originally read it was an FCC delay. However I now see that FCC approved it last March:
“The spectrum Amtrak wanted to use in 2011 was owned by someone else,” the official says. “It took them three more years to negotiate with private parties to acquire the needed spectrum for the Washington, D.C.-to-New York corridor. Once Amtrak finalized their application, the commission approved it within two days.”
