Its almost like having a camera and mic recording your every conversation, along with a black box in your vehicle recording your every action and destination. It is all what if information that may be usable to somebody someday. We are almost there.Just another ex post facto law away from prosecution---or a 'study' showing certain thoughts will inevitably lead to a 'crime' (preemptive policing).

These are not the actions of leaders who are displeased with their subordinates, they are actions taken to protect their subordinates from lawful punishment
to what end? Displeased or not, they know the NSA has the 'goods' on them, too. When none is without sin, they aren't exactly lining up to throw rocks.
