She also noted former U.S. Sen. Gaylord Nelson created Earth Day.

“Wisconsin respects its environment, or at least we did until Scott Walker came along,” she said. “Wisconsin respects its schools and its teachers, or at least we used to until Scott Walker came along.”

Assembly sends Wisconsin's right-to-work bill to Scott Walker

".............In all, five Republicans in the Legislature, one in the Senate and four in the Assembly, voted against Act 10 in 2011. This year, only one Republican in the Senate — former International Brotherhood of Electrical Workers member Sen. Jerry Petrowski of Marathon — and no one in the Assembly voted against the right-to-work bill, which in 2011 at least was considered the more controversial of the two measures because it deals with private-sector rather than public-sector unions.

In an effort that recalled their unsuccessful 61-hour stand against Act 10, Democrats in the house ignored certain defeat and argued overnight against a measure they call an attack on workers.

"Nobody is forced to join a union," state Rep. Cory Mason (D-Racine) said after the bill passed. "I would have gone on for another 24 hours if it would have made a difference."

Assembly Minority Leader Peter Barca (D-Kenosha) added, "We're talking about 70 years of labor peace. We wanted to give it every ounce of energy we did."

But Republicans insisted the bill was about freedom for workers and would help businesses in the state.

"We're fighting for every worker in the state to have their own personal liberty," Assembly Speaker Robin Vos (R-Rochester) said. "Worker freedom. Individual choice. Getting to make your own way in life.".....

Scott Walker budget bill is rife with non-fiscal policy items

".....Senate Minority Leader Jennifer Shilling, D-La Crosse, says that because the biennial budget is the only bill the Legislature is required to pass, it tends to get “decorated up as a Christmas tree with everybody hanging ornaments on there.” She labels some of these a “sneak attack” to advance measures that should be vetted more openly....

Walker also wants to create a new oversight board for charter schools, affirm that no school district must adopt Common Core educational standards, and bar the use of a national assessment test associated with these standards.

His budget would merge state agencies and create new divisions within existing ones. It would pry control of the worker’s compensation program from one agency and give it to two others.

To “decrease the regulatory and fiscal burden” on private, for-profit colleges, which have come under attack for hyped promises and poor graduation rates, Walker calls for eliminating the state board charged with overseeing them.

And Walker would shut down public access to records of university research, unless it is published or patented. Assembly Speaker Robin Vos, R-Rochester, who famously wise-cracked that he didn’t favor university research into “ancient mating habits of whatever,” could then be told that evidence of such research is none of his business.

Finally, the budget includes Walker’s call to drug test people receiving unemployment insurance and other assistance benefits. Critics say requiring people who are down on their luck to pee into cups will cost millions of dollars..."

Walker's budget expands school vouchers, holds line on taxes

"...Require drug testing for able-bodied adults applying for programs like BadgerCare Plus health coverage, FoodShare and unemployment insurance. Those testing positive would get to keep their benefits as long they agreed to accept free treatment and didn't test positive again.

Democratic Rep. Mandela Barnes of Milwaukee said the proposal demeans those out of a job by subjecting them to a "witch hunt" that would cost more than it saved. Walker said it would help ensure more people can work a job.

"The best thing my parents gave us was an understanding of the value of hard work," Walker said. "More than anything, my family ingrained in me the idea that anyone who worked hard could go as far as their dreams would take them.".....
