Well, that isn’t quite true. The executive does have a large role to play.

Actually, the Constitution indicates the president is charge of foreign policy. That’s why the US doesn’t recognize Jerusalem as Israel’s capital. Congress says so but US presidents won’t.
Inviting a speaker to Congress is none of the president’s business, even a foreign leader. There’s no official foreign policy change going on.
