Here they would just circumvent the regulations with temp workers. No benefits at temp agencies. Even after 6 years on the same contract.

That used to be the case but not so much anymore.
We were notified a few months ago by the temporary labor companies we use at the manufacturing company I work for, that because of ACA (Obamacare) regulations, effective January 1 of this year, they would have to provide affordable health care insurance to all the workers in their employ who meet the definition of working 30 or more hours. And that would apply whether those average hours worked equaling 30+ hours over the 12 month look back period were worked at our company, other companies or a combination of companies. They also notified us that this would necessitate a price increase, some opting to increase their hourly billing rate and some opting to apply a monthly ACA surcharge to our temporary labor invoices. And rather than charging us the additional billing rates or surcharges only for those workers that they had to now cover under ACA, they applied the increase across the board.
We did a cost/benefit analysis of the costs of continuing to use temporary labor agencies.
The good news is that in some cases we found it would be cheaper for us with the increased billing rates being charged by the temporary agencies to convert and bring the temp worker onto our payroll as a full time (or at least a 30+ hour) employee with full benefits, benefits at my company which are pretty generous. This is something we regularly do anyway after a temp has been working for us for more than 2,000 hours and or a year of continuous service.
The bad news is that we eliminated any and all temporary positions that we could and spread the work out to existing pay rolled staff.
Temporary agencies already have to provide FMLA and we if we hire them, we also have to count their time working for us as a temp through an agency as counting toward their FMLA eligibility

And I suspect that Obamas paid leave plan will be no less onerous on businesses than Californias which goes into effect in July of this year. Note that it applies to temporary workers. It also applies to any worker working more than 30 days in a year, even if non-consecutively, in California. That would apply to outside sales persons and others who are based in other states and travel to California to perform work.
