Judges make arbirtary decisions, couched in obfuscation. If the judges decide two people, no incest, then that's what the law will be. It's trivially easy to come up with some sort of "why not" reason against incest and polygamy.
Congress lacks the fortitude to act against the judges (impeach them), and not many people are willing to disobey courts, usually becaure courts back up their orders with force of violence.

Yep, that would have done it. But we’re long past the point where that’s a plausible solution.
There was a time, just ten years ago, when we could have passed such an Amendment. But now? No chance.
It’s not realistic to suggest that we pass a Constitutional Amendemnt to prohibit something the American public is clearly in favor of.
