An unintended consequence will be that independent gas stations will largely disappear from southeastern Pennsylvania, once the second increase kicks in in 2017. At that point it will cost approximately 50 cents a gallon less in New Jersey, approximately 30 cents in Delaware. No one will buy gas in SE Pennsylvania if they live less than an hour from the border.
