Because, ‘inciting to riot’ is illegal and on the books as such. This law is in place to protect the rights and property of law abiding citizens.
I don't know how officials in the Ferguson community have NOT made this charge against the people who have publicly and deliberately fomented the most destructive social discord and have committed a crime in breaking THIS law.
They need to get themselves attorneys and challenge the criminals.... and receive compensation. They DO have recourse in the law and the trouble makers OPENLY committed these crimes.
There has been talk of taking Welfare to Workfare and I think that’s necessary, these people have too much time on their hands.

He laid his hands on my hand and said: “By the will of Jesus the Lord All Mighty, and the will of God, you will walk today.”
I told him I was not paralyzed. He came back and laid his hands on me again, and repeated the same thing.

After the sermon I stepped outside and lo and behold, my car had been stolen.
