Some call it caving and some call it protecting the troops in what is inherently a non-combat arena. Unless they arm all the troops and allow them to carry while in uniform (not a usual habit) and consider a weapon to be part of the uniform, it is best to keep a low profile.
ROE are bad enough in active combat zones - can you imagine the fallout if troops who normally don't carry arms (almost seems oxymoronic) start shooting up the town?

I was stationed in Sardinia 85-87 when Reagan bombed Libya (that was sweet!) They allowed for the sailors to grow their hair a little longer. However, I don’t think the cowboy boots, Harley Davidson belt buckles and Bruce Springsteen “Born in the USA” T-shirts fooled anyone!
In the 1980s the SAS envied our wearing of T Shirts like that, “Death from Above” and so on.
In Britain they had to always remain low key.
When I was in the Navy during the mid 60s on until the 70s,
you could only get off the ship or base in the uniform of the day. Locker clubs outside naval bases made a fortune renting lockers to sailors for their civies. If I remember correctly, Officers and Chiefs could wear uniforms or they could wear civilian sports coats, ties and slacks off ship and base.
No argument with me about any of what you say - I would rather return them to dust/ashes vs. sending them back where they came from though. The military has been a prime target for terrorists and other left-wing groups for a long time and unless we drastically change some of the rules, we need to keep our warriors in the "situational awareness groove" and encourage them to be safe. There were times/places in my 24 year career when we could not wear the uniform and that was before we had as many who hate us (except the Democrats who despised our military for Nam) as we have today. If our government won't authorize/take appropriate actions, it sure won't allow our men and women in uniform to do so - they would all become "Officer Wilson" in the current admin and DOJ...
